Supposedly company is QCS, offering to install free energy savings (e.g. thermostat, windows, fridge, etc.) on behalf of PG&E. Could not trace caller's number, above phone number for me to call to cancel or reschedule appointment with them. Haven't checked with PG&E but seems suspicious from Yelp reviews.
