This person is texting people under the pretext of an automated message from the police department saying that they are on the lookout for someone matching the victim's description for crimes like armed robbery. Then they message from a decoy number through an app and attempt to bribe and blackmail the victim to stay out of jail. Find who this is and put them to justice.
