I presume it is a fraud of some sort, because when I answered it was an automated message saying I was to be served some sort of papers and that I MUST call them back at (at which point she rattled off numbers that I had no way of remembering) and once the message quickly ran through, it disconnected. You can't possibly listen to it again, it doesn't repeat, so I have to guess that it's a scam of some sort. Anything official would actually want you to be able to return the call and thus give you the option to repeat it at least.
