phone number keeps calling and when you answer no one is on the line and when you call back the number is reported as being out of service

This number calls 15 to 20 times a night, leaves no message, no one on the other end of the phone. How do we stop this?!?

Received calls in the evening for over three weeks straight. When I answered one call and told the woman I was not interested in their product/program (can't remember exactly) the woman on the line said I did want to talk to her since I had inquired in the past.

I asked her to remove me from their system, which did not happen as the calls continue for another week.
