Robocall seems to indicate they are purporting to be a collection agency but they do not identify themselves and legitimate collection agencies are, by law, required to do that.
This person want to offer us a lot of business but want to make a visa deposit - only. Suspicious at best. Assume Visa fraud here. Used another phone number prior to this and did the same.
Says your social security # has been used in fraudulent activity and is about to be suspended.I know better but, perhaps not older people may fall for it.
Number cannot be called back.
I am not Chinese.
Therefore suspect a scam.
Have blocked this number.
