Obviously, based on the 888 at the beginning this is a toll free number, but nobody left a message, therefore I tend to think it's either a telemarketer or just simply junk.
Person claiming to be "Eli" (though I am sure they have other names as well) suggesting that a claim will be filed against a family member if we do not act immediately.

Hangup call with NO caller ID, and NO legitimate hits for the number on Google either (even Google admitted that as such, but still shows the bogus sites ANYWAY....
“Adam” calls to see if I’m interested in selling my property. When I request he remove my name - he rudely makes fun of me and hangs up. I call him back to speak to someone in charge or the independent buyer’s name so that I can lodge a complaint. He refuses to comply after 3 successive calls back to his number. Finally, a female answers and won’t give me the information I requested so I gave her a yes response about selling my property in hopes of finally getting some further information. We will see.
X-Finity telemarketing call to a number that is on the National Do Not Call list (for decades). Tried to respond to a csr--placed on hold for too long.
The call is probably a scam.
No message left by "Potential Spam" -- I don't pick up calls that are flagged as such and screened it. And if more people were like me, we'd put the spammers out of business....
Every time I go to look up a DEX white page directory I get a page just like this one or people finder on and on and on How just take me to the normal Dex online residential white pages phone book. Why is that so flipping hard?
No message left. Didn't recognize the number, and Google mostly didn't either (two sites like this one, a bunch of those fake front sites for Spokeo, and at least one -- maybe *two* -- porn sites)! :-(
No message left. And no reason for Duquesne Light to be calling me (no power issues or construction near us). Something seemed off with the voicemail when I called back (on a phone that I can block incoming calls on -- which I have now DONE). So called Duquesne Light directly and they verified that NOBODY called us today. It's a scam. Do NOT be fooled!
